I've gotten to Gunther in Battery Park and killed everyone except for him because he's godded, so I just gave up after that.

Strange thing though. I was looking at that map (the version of BatteryPark from that point in the game, right before MJ12) and there's a path of intersection points for Jock's helicopter. Maybe they had planned to make that possible in the early stages of the game, but took it out like the President level and the Moon.
