Can't be, because mapvote mutator has been developed by Smuggler.

When you installed it you may edit exclude list from "preferences" of your server.

Mutators are server side. You dont need anything installed on your end to be able to do mutate mapvote in servers with the mapvote mutator installed.

The point being you dont normally have to install anything client side, most will just download quickly from the server so he wont have installed anything his side.
