Sorry, but this is just rong, everyone is geting from 30 kb/s to 40 kb/s when they are in UK.

You can see on my speed-test Avatar, that the upload rate is 365 kb/s, but when people are uploading, they are only geting 40 kb/s.

Do you know that kilobits (Kb) and kilobytes (KB) are different units?

365 kb/s = 373 760 bits per second, and 1 bit is 1/8 of a byte.
So, 373 760 / 8 = 46 750 bytes, and that is ~46 KB/s

To enlighten you, the geographical location doesn't really matter. I - from Russia - can download, say, a Photoshop trial from Adobe.com (US) on 8 megabytes per second, and that is a maximum speed for me.
