Every map I host, the song it plays at start is always the deus ex theme, and not what is meant to be played, how can I fix this?

Try turning the music off, all other sound levels to zero too.

And then quit DX, run it again.. Restore defaults from the sound menu.

You might want to make sure you have all the .umx music packages in C:\DeusEx\Music as well..
