Why ?

I read something in the news papers and I found it very disturbing. In holland you got something called TBS.If someone killed a person they can get a punishment of going to jail for their entire life.Or they will have to go to a institution were they will be treatened. Some guy from such an institution went to a shop to buy a teethbrush or something like that.Someone from the security or a guider from the institution went along with him.He escaped. He went to a trainstation. He grabbed some girl and pulled her off the stairs out of the trainstation into some bushes. There he raped her.All the way long she was screaming like hell.Everyone just stood by and no one helped. After reading that at the middle of the day were there were lots of people in the trainstation but no one helped her a little bit and just stood by how this women was getting raped , I am like what the fuck ?
Is everyone so scared that someone can do something like this without anyone helping ?
Ah well , a person can't understand everything else he would be einstein. But I really don't understand why no one did nothing.

The problem is, this guy has been on 'Be outside & enjoy tour' for 139 times before this happened.
