Like a UT thing, could you have an invisible mesh that says like "15 Minutes Remaining" (in text of course). Would that be possible? I mean, im never gonna do it but its a good idea for servers or perhaps a mutator.

An invisible mesh? nah, font can just pop up on screen. This can be done.
