No probs. If you do use pcx, you have to set the colour-depth to 8-bit (256 colours), and reducing the colour depth reduces the quality of the image.
Now with bmp you can just use any colour depth; in my mod a lot of textures are imported from 24-bit colour depth bmps. (24-bit = 16.7 million colours)

BMP exports as 8 bits, and BMPs are generally 8 bit in nature.
Edit: I exported my MP5-PDW texture into 24bit BMP, and this is what I found when I opened it in PS7.
