Advanced Vote Kick?

You think you could make a vote kick system that checks to see if theres more than a certain amout of people in the team before it can start and so that you can only vote kick a member of your team (stops noobs voting out better players cos they are being killed by them)

so like you would need 4 or more people in the server to start a vote and then you would need to be on the same team aswell

I thought of this idea like a month ago and somebody told me it was already made.
