how do i Deny acces to dl a map from a server

im pretty sure all you have to do is when youre playing, type Preferences (after erasing Say) its in there somewhere

Nah, bAllowDownloads in preferences disables downloads if you're player, not a server. To disable on server - there is only one way that i described in that article.
