He said that in thee first post.... Why do you need so many maps? If you just have the mapvote mutator on it will display all maps, well all maps it can fit onto that list in your map folder, excluding single player maps.

And yeah, if you mostly use "servertravel" command on your server, it isn't required to put all these maps into the configuration - the command works independently to the list of maps in .ini.

the maplist array is 32 entries big (0 - 31)
you cannot just extend it by adding entries with higher indexes
