This scenario occurred when I didn't turn off windows firewall in xp.
Try turning off the built in firewall in 7.

But stil after i forwarded my ports im stil unable to get on the serverlist after with my firewalls off and router firewalls.
Ports are open on portchecker's

-Install Nephthys
-Foward ports at your router's firewall and your software firewall (no need to disable it!)
When I used to host a server here I didnt put a static ip neither, you do not need that for home servers.
Sometimes this works if you use port triggers to open it:
Keep connecting to your server throw your LAN Servers Browser, then the port will be opened by port trigger and your server will be displayed at server list.
