I don't think it's a website/server, i think its someone's (i.e. a player's) IP and he wants to find out who. Like i said, it would be more helpful if you told us why you want it?

Thats a COD2 server. Im guessing he is just using that server as an example to see general pings of the dx community, to see whether its gonna be worth hosting a DXMP server on it.

And no, he's not asking you to do a search on who it is, just wants to know the response times.
Start > Run > CMD. In the black box type the following;

Ping 85.190.3.46

You wont be able to ping the port, best just ping the IP itself. Once you have done that post back what your min, max and average are along with your location.

Dej mine was a pretty steady 40. Max: 41 Min: 40 Average: 40

thx to mole for clearing it. dont forget to tell me your location as well (country) for those i dont know where are from.

if i get DX server running on it, your DX ping would be most likely yourCMDping+30(+-10)ms, in short words; a player with 40ms cmd ping will get 60-80 in game and less than 80 when server is full most of the time.
