The Blacktail should be your basic weapon, and the Red9 should be a choice if you want to take down enemies with more firepower. Otherwise, a tactical choice would be Blacktail; a powerful choice would be Red9.
Counter-argument would be to say its more tactical to conserve your ammo by having more power behind every single bullet
Against a trickle of enemies, handgun is there for the job, but since its a few or one at a time, rate of fire or reload speed is negatory
Against a horde of enemies, I generally use handguns as a long - medium range weapon, and then if the horde gets too close for comfort, revert to my shotgun for its "blast" appeal. Therefore whatever specs your handgun has, it just doesnt matter especially as long as you have your trusty boomstick to rely apon.
Against strong enemies, unless the handgun has a particular advantage, I rarely use said gun. Shotguns, TMP and sniper rifles taking dominance here.
Against bosses, with Mendez and Salazar, Handguns have uses, same affect as using the TMP. Otherwise just break out the big guns and blast away.
So in my tactical gameplay strategy, when I use a handgun its generally used against 1 - 3 small time enemies.
Duder, if you have a different strategy, then its cool
