It does not look like GTA IV will be coming out at all on PC :s

I have also looked to, and still looks like they will not be making it. But somebody will get round in to doing it.

When San Andreas came out on PlayStation 2, my dude downloaded the PC version two weeks after for no money. He made a copy for me aswell, I still have it and play it sometimes =)

Then it will have excessive raunchy scenes haxxed in by GTAForums, requiring 2 further patches to be released, and v1.0 disks to no longer be produced.
