Why does Microsoft owe the EU about a billion euros?

On February 27, 2008, the EU fined Microsoft for another €899 million for failure to comply with the March 2004 antitrust decision. The total fine is now 1.68 billion euros.

Oh its something to do with Microsoft not sharing out its source codez to competitors in Europe(the law apparently).

If I can find the document that details this i'll post it.
