I'm actually trying to make a game via some tutorials . It's woah ! You can make your own game with this . Just try, it's looks like UnrealED but with some new features .

It's more like UE 3.5 than UE 3 .

Sorry for the stupid question, but can it be used to create deus ex maps? (just in terms of geometry/lighting, rather than actors of course)

I think earlier it was called Unreal Engine runtime, and it's been discussed before.

Afaik some of Project 2027 maps (the ones with the terrain) have been made in UnrealEd3, so yeah, there's a high chance than the geometry from UnrealEd3.5 either way will work in UnrealEd1 or 2.
