Our Russian community already bought an Invision (they had phpBB too), but the popularity of our forum there has significantly dropped and some of those who keeped visiting it, still complained about usability. I wouldn't argue with them that phpBB is much more 'usable'. Using Invision requires some sort of skill while phpBB is still available to anyone.
Unfortunately in forums market growth of functionality means drop of usability. But it isn't a problem of programmers, but designers who fail to realise that putting lots of links and buttons, graphical elements and tables, which at first blush, make the forum better, in fact does the opposite thing.
Rickard Andersson realised this and coded his own board called punBB, which unsuprisingly became very popular. PunBB uses a very simple yet understandable design, which also could be customized to any layout by a program like
this.
PunBB, however, needs some core hacking just like phpBB, too.
SMF sucks by usability too.

I'm not going to use beta. As I said, I'd change when the version seems to be stable enough of me.
Not to mention that Olympus hardly has any themes available.

IPB in my personal opinion is OK, but not the best. I also think that vBulletin is actually more safe security-wise then Invision anyway, and vB looks better in general.
I've tested out phpBB3 Beta5, and it's pretty good. It has
a lot more settings than phpBB2. It's pretty much phpBB2 with loads of Modifications added and the layout of it changed (the subforums help immensely, IMO).
When phpBB3 is officially released I recommend that you'd use that rather than paying for something like Invision Power Board or vBulletin. What I don't suggest, is paying for one of these now and then when phpBB3 does release, you'll probably still be using up your contract for IPB or vB - hence, you would've wasted a fair amount of money.
SMF I believe isn't so bad, but compared to phpBB it sucks. In fact, I'd rather pay to use IPB than SMF because SMF may be incredibly user-friendly but it sucks in general.
So, I believe you should wait a bit longer and see if phpBB3 releases soon. Or you can go ahead and get this Forum modded extensively. But I personally believe it'd be in your best interest to wait, rather than pay for something ("something" being IPB, vB or any other Bulletin Board Software you must buy a license to use) that's probably going to be replaced in several months time.
