It's a matter of opinion. I didn't say he was THE best, because he wasn't. He was up there with the greats, and had he lived he would have only continued to get better.
Anybody can play Hendrix, Van Halen, Satriani, Iommi, etc. with practice, but what made them legends was/is the energy they put into their music.
Take the 3 kings of blues, for example. Listen to some B.B. or Albert King. Even their simplest songs have so much soul in them. That's how it was with Dimebag. It didn't have to be complicated for you to just go "Wow...".
