Listing server on the server list

I've set up a server on my local network, and I'm trying to get it to show up on the list of servers I see when I start and internet multiplayer game. How do I go about doing this?

I've taken those steps already. I do see my server there now, but listed by IP address rather than the name. It also appears to allow zero players instead of the eight that I specified, and the ping is 9999. Also, no map appears to be in progress.
