If its a forum dedicated to sending you a newletter, then don't sign up if you don't want it ( erg, I seem to be repeating myself. )

Sounds like a OK idea, you'll just need to find a decent way of doing it.

If you do that you are sending bulk email's which are therefore illegal.

You are incorrect.

If a person signs up saying "I want this news letter", and 500,000 other people do the same, how do you suppose they send them emails, if not in a bulk amount?

Bulk emails are fully legal, it is unsolicitated emails that are not.

But if you sign up on the forum because it's a Deus Ex forum, and half of them would like some A5 style newsletter, and half don't, then you send to all of them and you will get flamed at like shizzle.

If you read the post, it was talking about setting up a forum for the sole purpose of sending the newsletter. Not for DX in general, we have enough 'General DX' related forums on the web...

the news letter should be monthly as not much goes on on dx from week to week

pff, [3] doesn't compare to this, maybe the clan (though not so much now as back in lets say 2003) but not the forums.
