It shouldn't really make any difference, should it? I mean you said you'd be getting an extra 512MB's of RAM which will help, wouldn't it help and be better to get a better processor that has more than a 3.0GHz speed?
It'd run MUCH smoother.

Ghz has shit all to do with end 'speed'. The Ghz race was a meaningless tatic used by Intel to make people think that Ghz == Speed.

It is the best thing to get an idea of where your CPU stands in performance.

Simple answer; Open taskmanager, and set your game priority to above normal, and all your 'background' stuff to low.
Example;
Hl2.exe <- Set to above normal.
Steam.exe <- Set to low.
Winamp.exe <- set to low if you don't use it, set to high if you do.
Firewall <- Set it to normal.
Virus sacanner <- Set to low.
Then go into Control panel - > Administrative tools -> Services, and disable anything that isn't needed.
Windows is not capable of balencing programs that have equal priority settings.
