thin red lines

just recently i started getting these tiny red horizontal lines that appear in the background of some colors that are displayed on my monitor,mostly gray it seams .they are everywhere in dx and alot of photos but they dont show up in consistant places on my monitor and they dont seam to show up in any solid colored backgrounds like black or white.
they are small red lines about 4 mm long and 1 mm wide,that flicker on and off all in the background of certain colors.
sry for the terrible description ,its kind of hard to explain exactly.

if anyone has any idea what im talking about and has any idea on how to fix it pls let me know ...does it sound like a monitor problem?(lcd monitor) or a video card issue? or somthing els?
any help would be great thx.

I think i've seen those lines on some laptops.
So could be an LCD problem.
