By making a cube I assume you mean subtracting.
Think of the giant UnrealEd grid as a block of wood, and a huge one at that.
When you subtract, you are taking a chunk out of that wood in the size/shape you specified.
If you subtract a very large cube and try to subtract another one inside it, nothing happens, because you're just getting rid of an empty space.
To merge the cubes you have to make another subtraction, move the cubes next to each other so that the one edge from each cube are touching, and it will form a subtraction the same size as 2 cubes, like a long corridor.

Aaaah lol,
try bHollow=true OR (better) make a cube by ADD command, and inside it make a cube by SUBSTRACT command, but in this case, substracted cube should be smaller than added one. That's all.

You want to view from the inside?
Just go into the cube by moving with into it in the 3d view.

YES I want o view from inside, but i also want to change the textures from inside and ouside, when i move inside my cube i see only my level not the cube from the inside.

To do that you'd need to make a big cube, make an addition cube inside that cube and make a subtraction in the addition cube.
I use the term "cube" loosely.

If you want to move the whole thing, you need to select them both and move them
